Abstract

: Islamic financial inclusion has emerged as an important mechanism for strengthening the capacity of micro and small enterprises to overcome financial constraints and maintain sustainable business activities in emerging markets. This study aims to explore how Islamic financial inclusion supports the sustainability of micro and small enterprises through access to sharia-based financing, Islamic microfinance, Islamic banking, zakat, waqf, and other forms of Islamic social finance. A multiple-case qualitative approach was employed involving micro and small enterprise owners, Islamic banking officers, Islamic microfinance practitioners, zakat institution officers, and Islamic economic community leaders in East Java, Indonesia. Data were collected through semi-structured interviews, observations, financial documents, and institutional documentation and analyzed using the Miles, Huberman, and Saldaña framework through data condensation, data display, conclusion drawing, and verification. The findings indicate that Islamic financial inclusion contributes to enterprise sustainability through a mechanism connecting financial access, sharia-based financing, financial management, business continuity, economic sustainability, and social contribution. Productive zakat and waqf were also identified as complementary resources for entrepreneurs with limited access to commercial financing. Nevertheless, limited Islamic financial literacy, administrative requirements, collateral constraints, financing costs, inadequate information, and institutional accessibility remain significant barriers. The study contributes an integrated conceptual model linking Islamic Economic Theory and Financial Inclusion Theory while providing practical implications for developing inclusive Islamic financial ecosystems that strengthen enterprise resilience, sustainability, and community economic development.
