Managing Teacher Professional Development in Madrasahs: Leadership Strategies, Organizational Culture, and Continuous Professional Learning

Teacher professional development is increasingly recognized as a strategic component of educational quality, particularly in madrasahs where teachers are expected to demonstrate professional competence while supporting academic, moral, and spiritual development. This study examines how teacher professional development is managed in madrasahs, how leadership strategies support teachers’ professional growth, and how organizational culture facilitates continuous professional learning. A qualitative case study approach was employed to investigate professional development within its institutional context. Participants were selected purposively and included the headmaster, teachers, and administrative personnel. Data were collected through semi-structured interviews, observations, and document analysis and were analyzed thematically, with credibility strengthened through triangulation and member checking. The findings indicate that effective teacher professional development requires an integrated management process connecting competency identification, development planning, performance management, professional learning, and evaluation. Leadership strategies involving mentoring, coaching, constructive feedback, peer learning, recognition, and resource support provide important mechanisms for translating professional development policies into sustained professional practice. The findings also demonstrate that a learning-oriented organizational culture characterized by trust, collaboration, reflection, openness, and knowledge sharing creates favorable conditions for continuous professional learning. The study contributes an integrated perspective linking human resource management, educational leadership, and organizational culture within madrasah teacher development. Sustainable professional development is consequently strengthened when institutional management provides structure, leadership provides support, and organizational culture sustains continuous learning and improvement.
